Russia does not have the right to stress
it's military size in a takeover of other nations
lands through occupation.
Russia has the right to set aside lands within
it's own boarders and allow migration from the
Ukraine to land that can be designated
as a Russian state.
A boarder state would include agreements to allow for lands on both sides of the boarder to be designate lands.
I think a system like that might work for Immigrants from Mexico wanting closer relationships with the U.S.
